 AGAINST (+) . – I have voted against this closure of the legislative report. Whilst the proposal from the Commission on this issue was fair and reasonable, the report was drastically altered and weakened by the Parliament. I therefore voted against the closure of first reading to allow for further amendments to be tabled to this report.

 AGAINST (+) This matter was not the subject of a roll-call vote. In the interests of transparency and democracy, I would like to confirm that I voted against closure of first reading. I believe that this proposal needs to be amended to provide greater flexibility to Member States, which is easier to do if the first reading has not been closed. I do not believe that it should be made more difficult for Member States to justify introducing temporary border controls.

 FOR (+) Alcuni Stati membri hanno reintrodotto negli ultimi anni dei controlli alle proprie frontiere interne all'area Schengen, oltre i sei mesi permessi dal codice Schengen in vigore, con lo scopo principale di fermare i movimenti secondari di migranti irregolari.
La Commissione, al posto di iniziare procedure di infrazione nei loro confronti, ha presentato una proposta legislativa per modificare il codice frontiere Schengen ed estendere la possibilità di reintrodurre i controlli fino a 3 anni nel caso di grave minaccia.
In Parlamento ha prevalso il rifiuto di avallare le pratiche illegali di alcuni Stati membri, chiedendo alla Commissione di valutare con un parere la necessità effettiva di controlli oltre i sei mesi e di sottoporli ad approvazione da parte del Consiglio. Ho votato a favore.

 AGAINST (+) . – I have voted against this legislative report. Whilst I support in principle the idea of strengthening the security of identity documents to protect them from counterfeiting, I oppose the EU’s harmonisation of these documents. Furthermore, I also believe that Member States should have the right to choose both whether to include a person’s gender on these documents and how this appears on the document. For these reasons, I voted against.

 FOR (+) . – Negli ultimi anni, alcuni Stati membri tra cui Germania, Francia e Svezia hanno sistematicamente reintrodotto controlli alle proprie frontiere interne all'area Schengen ben oltre i sei mesi permessi dall'attuale codice Schengen, giustificandoli con la necessità di preservare la propria sicurezza interna. La motivazione è stata, quasi sempre, la necessità di fermare i movimenti secondari di migranti irregolari, agendo così a detrimento dell'Italia. Nonostante questi Stati membri si trovino in palese violazione delle disposizioni del codice frontiere Schengen, la Commissione ha presentato una proposta legislativa per modificare il codice stesso e estendere la possibilità di reintrodurre i controlli dagli attuali 6 mesi a 3 anni nel caso di minaccia grave all'ordine pubblico e alla sicurezza interna. La nostra posizione è stata chiara e in linea con quanto proposto dalla relatrice. Non abbiamo voluto accettare modifiche al codice Schengen che non siano improntate al rispetto dell'acquis vigente, in forza del quale i movimenti secondari possono essere considerati grave minaccia all'ordine pubblico o alla sicurezza interna solo qualora derivino da gravi carenze di uno Stato membro nel controllo delle frontiere esterne, debitamente verificata nell'ambito della valutazione Schengen. Ho quindi votato a favore di questa posizione.

 FOR (+) Il presente voto ha ad oggetto la proposta legislativa che intende modificare il codice delle frontiere Schengen ed estendere la possibilità di reintrodurre i controlli dagli attuali 6 mesi a 3 anni, nel caso di minaccia grave all’ordine pubblico e alla sicurezza interna. Sono stati molti gli Stati membri che negli ultimi anni hanno sistematicamente reintrodotto controlli alle proprie frontiere interne all’area Schengen, ben oltre i sei mesi consentiti dall’attuale codice Schengen, giustificandoli con l’esigenza di fermare i movimenti secondari di migranti irregolari. Alla luce di quanto esposto, mi sono espresso con voto favorevole.

 ABSTENTION (+) Je me suis abstenue s’agissant du rapport relatif à la réintroduction temporaire du contrôle aux frontières intérieures. Le texte réglemente les conditions dans lesquelles un État peut rétablir le contrôle à ses frontières. Il reste dans l’optique que la création d’un espace garantissant la libre circulation des personnes au-delà des frontières intérieures serait l’une des principales avancées de l’Union et que le fonctionnement normal et le renforcement d’un tel espace devraient constituer un objectif commun de l’Union et des États membres qui ont accepté d’y participer. La réintroduction temporaire du contrôle aux frontières intérieures dans des circonstances exceptionnelles devrait être une mesure de dernier recours. Le règlement proposé demande donc aux États de justifier exagérément les raisons de ce rétablissement et de le limiter le plus possible. Je souhaite bien entendu un retour pur et simple des frontières nationales. Ces raisons expliquent mon abstention sur ce texte.

 FOR (+) Kiekviena Europos Sąjungos valstybė yra atsakinga už vidaus saugumo užtikrinimą. Yra akivaizdu, kad kilus realiai grėsmei visuomenės saugumui ir viešajai tvarkai, valstybės turi turėti galimybę atnaujinti vidaus sienų kontrolę, sugriežtinti patikras. Šiomis dienomis auga terorizmo bei kitos saugumo grėsmės. Vis dar daug sunkumų pabėgėlių ir migrantų priėmimo klausimu. Todėl labai svarbu užtikrinti galimybes taikyti proporcingą laikiną sienos kontrolę. Šios priemonės turi būti adekvačios ir tikslingos. Bendrosios laikino vidaus sienų kontrolės atnaujinimo taisyklės turi užtikrinti visapusišką saugumą. Yra neracionalu užkirsti kelią vidaus sienų kontrolės atnaujinimui tuomet, kai visuomenei, mūsų piliečių saugumui gresia realus pavojus.

 ABSTENTION (+) Le rapport ne cesse de se lamenter sur le rétablissement des frontières auquel certains États ont procédé mais, comme il faut bien admettre que c’est nécessaire et efficace contre certaines menaces, le texte consent à accorder le droit aux États de se protéger, tout en leur imposant des contraintes, des limites et des contrôles absurdes, le tout sous la tutelle infantilisante de la Commission européenne. Je vote contre ce texte qui ne permet pas aux États d'assurer leur sécurité dans de bonnes conditions.
