WRITTEN EXPLANATION OF VOTE (A8-0286/2017)
Schengen acquis provisions relating to the Visa Information System in Bulgaria and Romania

Since 2011 the Council has concluded that Bulgaria and Romania, following all the relevant Schengen evaluations and criteria, have fulfilled all their obligations under the Schengen acquis . However, as the full participation of each Member State in the Schengen acquis depends on a unanimous Council decision, which in this case has not yet been reached, Bulgaria and Romania are still not considered ‘full Schengen members’.
With this act, the Council aims to give the relevant Bulgarian and Romanian authorities to the Visa Information System (until now accessible only by full Schengen Member States). This access is limited to reading the information therein, as opposed to processing it in any way or downloading etc. Having such access, the relevant authorities of the two MS can more easily manage the passage of Schengen visa holders through their borders or will be in a better position to check whether the visa used by a traveller is a fake one, and they can use the information while in the process of issuing national visas.
