Em 17 de maio de 2018, a Comissão apresentou a sua proposta do Pacote de Mobilidade Limpa, que, pela primeira vez, estabelece normas de desempenho em matéria de emissões de CO2 para os camiões. Atualmente, as emissões de CO2 dos veículos pesados representam cerca de 6% das emissões totais de gases com efeito de estufa na UE.Conseguimos neste documento aumentar a ambição da proposta e alinhá-la melhor com os compromissos assumidos no Acordo de Paris, levando em conta o que se espera do setor de transporte em termos da sua contribuição no Regulamento de Partilha de Esforços e sua descarbonização, procurando atingir o nível zero de emissões até meados do século.Queremos que a descarbonização do transporte contribua, de forma decisiva, para cumprir o Acordo Climático de Paris, mas também ajudar a reduzir a poluição do ar e proporcionar menores custos energéticos aos consumidores.

[EN] On 17 May 2018, the Commission presented its proposal for the Clean Mobility Package, which, for the first time, sets performance standards for CO2 emissions for trucks. Currently, CO2 emissions from heavy vehicles represent about 6% of total greenhouse gas emissions in the EU. We have managed in this document to increase the ambition of the proposal and better align it with the commitments made in the Paris Agreement, taking into account account what is expected of the transport sector in terms of its contribution to the Effort Sharing Regulation and its decarbonisation, seeking to achieve zero emissions by the middle of the century. We want decarbonisation of transport to make a decisive contribution to meeting the Paris Climate Agreement, but also help to reduce air pollution and provide lower energy costs for consumers.

Este é um dos programas do próximo quadro financeiro plurianual 2021-2027 que visa desenvolver e reforçar a indústria militar na União Europeia.A Comissão propõe um orçamento de 13 mil milhões de euros para este fundo, dos quais 4,1 mil milhões de euros se destinam a financiar diretamente projetos de investigação. Além disso, disponibilizará 8,9 mil milhões de euros para complementar o investimento dos Estados-Membros, cofinanciando os custos de desenvolvimento de protótipos e os requisitos de certificação e de ensaios daí decorrentes.O objetivo do fundo é, em última análise, diminuir a dependência de agentes militares industriais externos e contribuir para a autonomia estratégica da UE em termos de proteção e defesa. Estima-se que o custo da falta de cooperação entre Estados-Membros no domínio da segurança e defesa e de um mercado fragmentado se situe entre 25 e 100 mil milhões de euros por ano. A maioria dos contratos de defesa são executados a nível nacional, o que leva a uma dispendiosa duplicação de medidas e capacidades militares.

[EN] This is one of the programs of the next multiannual financial framework 2021-2027 which aims to develop and strengthen the military industry in the European Union. The Commission proposes a budget of € 13 billion for this fund, of which € 4.1 billion is intended to directly finance research projects. In addition, it will provide EUR 8.9 billion to complement Member States' investment by co-financing the costs of developing prototypes and the resulting certification and testing requirements. The objective of the fund is ultimately to reduce the dependence on external industrial military agents and contribute to the EU's strategic autonomy in terms of protection and defense. The cost of a lack of cooperation between Member States in the field of security and defense and of a fragmented market is estimated to be between EUR 25 and 100 billion per year. Most defense contracts are executed at national level, which leads to costly duplication of military measures and capabilities.

O termo Poluentes Orgânicos Persistentes refere-se a um grupo de substâncias químicas tóxicas de preocupação global devido ao seu potencial de transporte de longo alcance, persistência no ambiente, capacidade de bioacumulação nos ecossistemas, bem como seus significativos efeitos negativos na saúde humana e no ambiente.Mantendo substancialmente inalteradas as disposições do Regulamento (CE) n.º 850/2004, o regulamento de reformulação proposto visa introduzir no sistema jurídico da União decisões recentes tomadas no âmbito da Convenção de Estocolmo e do Protocolo POP. Além disso, a proposta visa igualmente alinhar o Regulamento POP com o regime de atos delegados e atos de execução introduzidos pelo Tratado de Lisboa.O S&D opôs-se com sucesso à inclusão de critérios socioeconómicos no processo de indicação de POP. Foi aprovada em Comissão a alteração do relator-sombra do S&D, que exige troca de informações com os Estados—Membros sobre a identificação de locais contaminados e sobre os riscos potenciais causados pela contaminação. Considerações ambientais e de saúde e prestação de informações ao público foram também fortalecidas e, por isso, votarei favoravelmente este relatório.

[EN] The term Persistent Organic Pollutants refers to a group of toxic chemicals of global concern due to their long-range transport potential, persistence in the environment, bioaccumulation capacity in ecosystems, as well as their significant negative effects on human health and the environment Keeping substantially unchanged the provisions of Regulation (EC) No 850/2004, the proposed recast regulation aims to introduce recent decisions taken under the Stockholm Convention and the POP Protocol into the Union legal system. In addition, the proposal also aims to align the POP Regulation with the regime of delegated and implementing acts introduced by the Lisbon Treaty. S&D has successfully opposed the inclusion of socio-economic criteria in the POP indication process. The amendment of the S&D shadow rapporteur was approved by the Commission, which requires an exchange of information with Member States on the identification of contaminated sites and on the potential risks caused by contamination. Environmental and health considerations and provision of information to the public have also been strengthened and, therefore, I will vote in favor of this report.
